General Waste Clean Strategy and Legislation Planning Project 2015.

This project was implemented over the period between February 26, 2015 and the end of December 2015. The main objectives of the project were: compiling an inventory of used cooking oil sources in Taiwan and updating the estimated total amount of used cooking oil generated; undertaking research and analysis aimed at strengthening the measures used to manage the more environmentally-harmful categories of municipal waste; and to review the laws and administrative regulations governing the disposal of municipal waste. The main results achieved were as follows: (1) On the basis of the work methods adopted in the preliminary stage of project implementation, the total amount of used cooking oil generated in Taiwan per annum was re-estimated, giving an estimate in the range of 510,000–780,000 tons per annum. Data regarding the results of implementation of the strengthened controls on management of used cooking oil were collated, and on the basis of the quantity of used cooking oil formally declared in January – October 2015 it was estimated that the annual total of formally declared used cooking oil for 2015 would be approximately 64,000 tons, representing a significant increase compared to the 2014 total of 37,000 tons. (2) Research and analysis was undertaken regarding the factors behind the production and sale of substandard and adulterated cooking oil products, and recommendations were put forward regarding expansion of the scope of waste oil management. (3) Estimates were compiled regarding the quantity of night-soil generated in Taiwan each year, and the Review of the Current Status of Night-soil Disposal Management and Improvement Strategies was updated. (4) A questionnaire survey was used to examine the status of implementing bodies’ disposal of municipal waste, night-soil, kitchen waste and bulk waste etc. in 2014, as well as the state of the disposal facilities; it is anticipated that the survey results should provide a useful basic reference for the future strengthening of waste management. (5) In line with the revision of the Regulations Governing General Waste Recycling, Clearance and Disposal, a comparative analysis was undertaken aimed at the formulation of a list of ancillary measures relating to applications for permits to generate waste cooking oil and at formulating recommendations regarding the next-stage of revisions; in addition, a legal opinion was obtained to clarify uncertainties in relation to waste disposal.
